The page numbering printed in OAP 4 does not match the file it is printed in. The footer counts to 40 on a 39-page PDF: it starts at "Page 3 of 40" and skips 10 entirely, going from "Page 9 of 40" straight to "Page 11 of 40". From there on, the number at the foot of a page is one ahead of the page it sits on. A citation to this policy quotes the printed footer number, because that is what a reader of the PDF sees.
